Design Review Board Project Application
WHEN AND HOW APPOINTED
Governed by § 33.119
Five members elected by City Council to four year staggered terms.The Board shall from its members elect a Chairperson and Vice-Chairperson, who shall serve for one year or until reelected or a successor is elected and qualified. Appointments shall be made no later than June 1 of the year in which the term expires.
QUALIFICATIONS
Members shall be full-time, year round residents and registered voters and who do not hold any other public office or position in the city and are appointed at-large by City Council. Full-time, year round resident status shall be determined by the address appearing on the voter’s registration card, driver’s license, and most current federal tax return. When making appointments, Council shall give preference to one member being an architect, one member being a realtor, one member being a city planner or landscape architect, and one member being a licensed general or residential contractor. Experience and length of residency of a prospective member should be considered.
PURPOSE
The Board of Design Review shall carry out the following functions:
(A) Review and certification for conformity with the criteria specified in § 33.121 of requests to alter or erect in whole or in part, a structure affecting the exterior appearance located within the designated district as provided for in § 33.117.
(1) Alteration. In considering an application to remove or alter the exterior architectural appearance of any existing structure, the Board shall consider, among other things, architectural and aesthetic features of such structure, the nature and character of the surrounding area, the use of such structure, and the importance to the city.
(2) New construction. In considering an application for new construction, the Board shall consider, among other things, the general design, the character and appropriateness of design, scale of building(s), arrangement, texture, material(s), and color of the structure in question, and the relation of such elements to similar features of structures in the immediate surroundings. The Board shall not consider interior arrangement or interior design; nor shall it make requirements except for the purpose of ensuring that developments are in harmony with the prevailing character of the city.
(B) In order to identify structures within the district the Board of Design Review shall:
In order to identify structures within the district of protection, which should be preserved, maintained and protected and to provide guidance for the Board of Design Review, the Board shall create and present to City Council for adoption, as an official public document an inventory entitled “Folly Beach Architecture Inventory.” The inventory shall consist of a map and/or maps as well as a keyed index depicting as a minimum, the location, age, significant features and short narrative, facade and roof materials, and appropriate color photos of each subject structure. The original of the inventory shall be filed in the office of the Zoning Administrator as a public record and shall be available for public inspection during normal business hours. Based on changed conditions, the Board of Design Review from time to time may recommend to the City Council additional revisions of said inventory.
(1) Conduct special appearance studies that would result in special design guidelines as directed by City Council.
