Short-term Rental Waitlist
Phase 1: The Phase 1 Waitlist is now active. CLICK HERE to view the list. All applicants in Phase 1 will be offered a license before Phase 2 begins. No licenses are projected to be available for the 2024 license year.
Phase 2: The Phase 2 waitlist opened on October 1, 2024. Application for the waitlist can be made HERE. Applicants will receive a reference number upon application. The reference number is for tracking purposes and is NOT a reference to the position on the waitlist. - Applicants must be the owner of the record on the date of application.
- Applicants must provide a copy of the property deed to verify the date of title transfer.
- Applicants can find their deed book and page number by referencing Charleston County property records CLICK HERE
- Applicants can use the deed book and page number to download a copy of their deed CLICK HERE
- If the property is currently owned by LLC or trust and not an individual’s name, the owner must provide proof that owner is beneficiary by uploading ownership information for the trust or LLC.
- The date used for the waitlist will be the date the owner of the trust or LLC originally purchased the property. A deed showing individual ownership prior to the creation of the trust or LLC must be provided.
- Applicants may apply for multiple properties, but only 1 license will be issued per owner. When a property is awarded to an owner, all other properties owned by the same person will be removed from the waitlist.
- If an owner is a joint owner of multiple properties and the remaining owners are distinct between properties, each property will be eligible for a license from the waitlist.
- All licenses are awarded in order of entry.
- Owners must also provide the most recent tax bill or property tax record showing proof of ownership.
- Vacant lots may be registered for the waitlist, but no license will be granted unless there is a dwelling with a certificate of occupancy.
- Properties in the Marsh Island and Conservation zoning district are not currently eligible for any short term rental license and entry to the waitlist will not result in a license to rent.
- Entry to the waitlist is not needed for property owners who owned the property on 2/7/23 who wish to obtain a license for heirs. All heirs of property who inherit from the owner of record on 2/7/23 may apply for an ISTR within 90 days of the official transfer of ownership.

Waitlist Process:
- All applications must be submitted online.
- Phase One licenses are awarded in order of property acquisition.
- Phase Two licenses are awarded in order of application.
- The owner must apply for a license within 60 days of being notified.
- Loss of waitlist status:
--If convicted of renting any property without a license, waitlist status will be revoked.
--Waitlist status will be lost upon the sale of the property.
--Waitlist status is lost upon failure to apply within 60 days of being notified.
